1. The Competition
The Government of the Hong Kong Special Administrative Region (hereinafter referred to as the "Government") plans to open up the 140m long waterfront at To Kwa Wan Preliminary Treatment Works (TKWPTW) for public enjoyment. The subject site is located at the south of the Hoi Sham Park Extension and currently served as an emergency vehicular and maintenance access of TKWPTW under the management of Drainage Services Department (DSD). After renovation, the promenade will be released for the public and connected with the Hoi Sham Park Extension.
This competition is to invite students from Landscape Architecture, Architecture and Design disciplines to contribute design proposals for a piece of public art at the above-mentioned promenade.
2. Objective
The competition aims to engage design ideas for enhancing the public walking environment and to enhance the waterfront for appreciating Victoria Harbour at To Kwa Wan Promenade with a dedicated visual identity to the above-mentioned Promenade.
3. Theme
Participants are required to provide a public art design proposal at the assigned location of the above-mentioned Promenade, responding to the vision of Harbourfront Commission to promote the brand of "Victoria Harbour" as well as DSD’s environmental management mission to promote green landscaping, energy conservation and emission reduction with implementation of “Blue-Green Infrastructure”.
